No, you do not need domicile certificate. Domicile certificate is required to avail for state quota seats. But according to the new regulations, the state from which you are passing you Higher Secondary examination (10+2) will be treated as your domicile state. So as per your case you wont need

I will suggest you selecting BioTech at DTU over HBTI Kanpur Polymer. DTU has excellent faculty, research facilities and infrastructure. BioTech is not that bad a branch. You have lot of opportunities in researcg and development in Bioengineering if you plan to pursue a Masters or Doctoral degree later on
