Yes. The Eligibility criteria for NEET UG states that the Candidate must have passed class 12th with minimum 50% marks in PCB and english Subject ombinations from a recognised Board of education.

Yes since NIOS is a recognised educational board , it's marks are valid for JEE mains , and since admission for IIT demands 75% or more in 10+2 Science from any recognised educational board you need to have at least 75 % marks in 10+2 science.
