In order for a student to be eligible for the compartment exam in CBSE, one need to either fail in the CBSE exam or student who is absent in the exam due to health issues or any other valid reasons. Yes you can give the UPSC exam. The only eligibility criteria for the UPSC exam is to complete the graduation and obtain a degree certificate for the same. However you should not have any kind of arrears for the same.

Eventhough you are a paramedical you can write the UPSC exam if you completed any degree.

SO coming to your question, YES you can get GMCH college in Chandigarh. The college accepts the NEET score, and the exam is conducted every year for purpose of the same. If you studied in Chandigarh state, then you can get state reservation in the same.

As per your question, NO you cannot write the betterment or improvements exam next year. The improvements exam is only conducted  once for that year itself, and cannot be written in the coming years, that is not possible. So if you fail this year, then you need to write the supplementary exams. Or else try to pass in this exam.
