So with regard to your query, YES you can get seats in IITs and NITs and also in other engineering instituted, and for this purpose you need to write national level exams like JEE Mains and Advanced, and also state level exams like EAPCET, TSEAMCET, KCET etc.,. If you prepare well for the exam and score good marks then you can absolutely get seat in the universities, you can even get CSE branch.
However, if you wish to choose other branches, then branches like Civil, Mechanical, ECE and EEE also have a wider scope after completion of graduation degree.

So with regard to your query, YES the BSc Visual Communication and Electronic Media Courses are available in the Thiruvalluvar University, in the district of Vellore. For the purpose of eligibility you need to complete your 10+2 from any stream, be it PCM, or PCB or any other commerce stream as well.
