To appear in NEET UG you need to satisfy some eligibility conditions :-
For 10+2 or equivalent :-

NDA is conducted by UPSC twice a year, the eligibility criteria for Army Wing is passes 10+2 from a recognized board, in case of Air Force and Naval Wing it's mandatory to have studied Physics, Chemistry and Mathematics at 10+2 level, only unmarried males and females are allowed for this exam, and their age should be between 16.5 and 19.5 years, you can appear for army wing of nda if you meet all the other requirements, since it's compulsory to belong to science stream with PCM subject combinations, hence Air Force and Naval Wing of NDA isn't possible with art stream at 10+2 level,

Yes, you can appear in NEET examination even if you are a CBSE private candidate ( private Candidate means those who give 12th exam but are not enrolled in any school due to some reasons like have failed in 12th and again appear in the exam to pass it by filling the private candidate form )
This is because,
The case of eligibility of private candidates for Neet examination is in Supreme Court but until the supreme court gives its judgement, private candidates are eligible for Neet examination, so one is eligible for neet as a private candidate in 12th provided they must have got:-
at least 50 % in aggregate of PCB i.e Physics, Chemistry and Biology/Biotechnology in 12th examination if belongs to general category
at least 40% in aggregate of PCB if belongs to Obc/ Sc /st category

It is quite difficult to indicate the exact cut off to get seat in Computer Science Engineering based on your KCET rank because cut off is institute specific and you haven't specified any institute in which you are interested to seek admission. Analyzing the previous year cut off to have decent chances of getting seat in Computer Science Engineering under SC category you need to secured rank below 20000 and you should aim to score minimum 100-120 marks or above in KCET. Note that this is an estimated score and rank. The actual cut off and the marks vs rank change.
