No now there is no need to verify your documents again if you had already verified them before round 1st. Document verification is only required for freshly registered candidates in UP NEET UG counselling but as you have mentioned that you had already verified your documents before round 1st so there is no need to get them verified again.
Registrations process for round 2nd of NEET UG counselling of UP is under process and if any candidate has not registered for round 1st, he/she can register, for latest notifications you can kindly check out the official site given below :-

See there is no any fixed amount of time for completing the NEET UG syllabus because it depends upon the capability of student, talking about the score, then 651 is quite a decent score which cannot be achieved until and unless the concepts are thoroughly cleared. So roughly speaking for an average student, if he/she devotes at least-4-5 hours a day then to understand the entire syllabus of NEET UG it will take around 1.5 years to complete the syllabus as it consists of class 11th and 12th syllabus both.

Yes, it is better to start your preparation as early as possible, that is, from 1st year.
According to the maximum age limit for FSSAI recruitment, for food analyst, it is 35 years, for Assistant Manager, Assistant Manager (IT), Assistant, Hindi Translator, Personal Assistant, IT Assistant, Technical Officer, Central Food Safety Officer, it is 30 years and for Junior Assistant grade-1, it is 25 years.
In order to prepare for this exam, you need to understand the exam pattern and go through the syllabus thoroughly. Solve previous years' question papers and study reference books. It is advisable to set a time table for academics and FSSAI exam preparation. You must learn short tricks and time management. You can attempt mock test. You can go to a private tutor too, in order to clear your doubts in time.

One of the eligibility criteria for GATE says that:
The candidates who possess certification from any of the professional societies must ensure that those examinations conducted by the societies are approved by MoE/AICTE/UGC/UPSC as equivalent to B.E. / B.Tech. / B.Arch. / B.Planning, etc.
Meaning, you are eligible to appear for GATE examination as your college is AICTE approved.
