As per the rules, if any candidate has any backlog/compartment in 10+2 cannot apply for WBJEE counselling. But if you have cleared your exam (compartment) and have also secured the cutoff marks in WBJEE exam then definitely you are eligible to apply for counselling.

Some state authorities has a requirement of 18 months work experience of production or quality testing of schedule c drugs while some of the states do not have this requirement any experience.

Yes definitely you can change your college after getting admission. You have follow some basic rules of the college to cancel your seat and take the transfer certificate. Once you are done with these you can easily switch your college.
