Yes, you are eligible for neet 2021 examination even if you are class 12th repeater i. e you failed in your first attempt and then you are going to  appear again

The number of hours that you spend studying in a day will depend on your endurance.

I think rather than fixing time it would be better to fix the topics you would finish that day, and then accordingly set time required to cover those topics.

This will depend upon the faculty. If a faculty prefers to teach using presentation and wants you to use the laptop to go through the presentation then you may be required to use the laptop. Generally you do not use laptop during the lectures, rather you take down notes
