According to your rank in JEE Mains there are  chances to get seat in IIIT Allahabad.As per the last year cutoff the colleges you can get in under ST category-

• IIIT Pune
• DTU - Delhi Technological University
• Netaji Subhas University of Technology
• IGDTUW - Indira Gandhi Delhi Technical

No there is no change of syllabus of repeater students or failed students.
