Should I prefer to study abroad at the undergraduate level or at the postgraduate level?

You should complete your Undergraduate degree in India only and at least spend a couple of years here to prepare yourself to go out.
Students from CBSE, ISC or state board school students should pursue the undergraduate degree here as there may be budgetary constraints and you won’t be able to work and recover the salary.
Many countries have strict immigration laws where you don't get a long period to work and recover the salary. So, what you spend in foreign currencies and gain a degree and you come and earn in Indian rupee, you will not be able to recover your cost in the foreseeable future. It is a lifelong experience and think through all these factors before making a decision.

What is your thought process on how a student must plan his degree from abroad and how the twinning program works?

Twinning programmes are a very good choice if you’re very certain and have the financial means to go and study abroad. A lot of students go to study an UG program directly in an international university and many students fail miserably in such scenarios.
You need to understand the vast difference between our school education and how the colleges are there. Students can join a global and international university in India where they get prepared to join an international university.
It is easier when your introductory courses are taught by the Indian faculty and in a manner in which you are usually accustomed to. There are foreign universities which have drastically different teaching methodologies which Indian students might not be exposed to. So, having a strong foundation is of utmost importance.Therefore, these twinning programmes act as a bridge between our school system and a global teaching atmosphere.

Considering Im just a 12th pass (96%), how do I study Abroad? Which country would be economical? What about Germany? Should I write IELTS this week? Should I learn German for studying in Germany? Please clarify about SAT, its Subject tests and Advanced Placements exams? What are the requirements?

Hey there!

First things first, shortlist the countries you plan on pursuing your grad from. Then make a list of schools in those countries, which provide you the course of your interest.

Germany is a very good place for higher studies, along with other European Countries like Italy and Venice. The courses are almost free if you get the scholarships.

And no, you need not study German before hand, you just need to know the basics in order to survive in a foreign land. Also, they will provide you with a one year of foundation course during your first year, where they will teach your German.

Before attempting the IELTS, please look up the requirements of the college which you plan on attempting. Some colleges accept IELTS scores, while some accept TOEFL and some accept both. Also, kindly prepare for the exam properly before attempting. Considering the English eligibility exams takes place every week, take a little preparation time before attempting it. Also, you will have to give the SATs too for taking admission in grad programs.
