If you're enquiring regarding appearing for government exams then most of it has eligibility criteria of passed graduation in any discipline, hence as long as you have cleared all the back logs, you are eligible to apply for the same, though you may be asked about this in interview session, but then it's nothing much to worry about, you must be confident in your abilities as you only reach to that stage after qualifying prior rounds of recruitment process, so just focus on completing your studies, if you're asked about your year gap by board panel then you have to handle the situation tactfully, and be self-assured , it's better to focus on now, as there isn't anything much that can be done about the past.

Looking at your kcet marks and previous year trends it is expected that you get around 60000 ranks.But this can vary due to the new rank calculation factor.
But this year KCET 2020 marks along with-
1)Marks obtained in Physics, Chemistry and Mathematics of KCET examination.
2)Marks obtained in Physics, Chemistry and Mathematics subjects of Class 12 th
will also be considered to determine the rank and merit by normalization method.

KCET results 2020 for supplementary students has already been declared on 9th October. You can check the results at the official website at karresults.nic.in nd pue.kar.nic.in . Visit the earlier mentioned websites and click on the link reading- "PUC Supplementary Results announced on 09/10/2020". A new page will appear on the screen on clicking. Give your credentials and get yourself logged in. The results will show on the screen. Download the results and take the print out for future reference.

There is no upper age limit for applying in neet exam . Other than that the candidate needs to pass higher secondary (10+2) with PCB (physics chemistry and biology) with 50% for general, 45% for OBC/SC/ST and 40% for PWD.

So as you mentioned that you missed your 3rd round of counselling I think you should try to apply for mop up round if that helps. Honestly speaking getting a government college with just 141 marks is hard even for reserved categories and that too after you have missed counselling. Plus the chances of seat vacancy even if you get the cutoff is very low.
