Please mention the subject stream you will be completing your graduation with. Because, you need MBBS as initial course for becoming a neurosurgeon and then, 2-3 years of MS. After becoming a doctor, it depends on you how much neurosurgery centres and hospitals you can build and help

Sunny,  for being eligible for PWD reservation for NEET, your visual impairment should not exceed 40%. According to NTA Guidelines, Low vision and Blindness are listed as the conditions eligible for PWD reservation. It does not mention anything about Monocular vision. To become a cardiac surgeon after MBBS you need to do

MS or DNB that is general surgery for 3 years

And then followed by

MCH or DNB that's cardiothoracic surgery that's for 3 years

Then you would become a cardiac surgeon
