Yes, you can apply for the job if you fulfil all the eligibility criteria for applying to the particular job. You can apply to various hospitals at a time but you can work at one place at a time once you'll get selected. But yes you can become a visiting faculty at 2 to 3 hospitals.

Surgeon is the person who operate on patients to treat injuries, such as broken bones ; diseases, such as cancerous tumors; and deformities, such as cleft palates.

And the answer to your question is that if he gets a fixed salary then he'll not get any fees too because he will be getting the salary on monthly basis not on number of patients he attend but yes he'll get paid for overtimes and other extra work he/she will do.
