The answer to you question if you ask in simple words is NO. You can not take transfer in second year from one university to another, you will have to reappear for admission test and procedures and start all again if from first year if you really want to change your university. However, if you want to change your course and study in your same university then it may happen but it is very very difficult rather I would say it is almost impossible, you can request your university management if they would consider your demand to change your course (which they are most likely to refuse) only then something can happen . You can not go to any other university just by getting transferred in second year.

So, with regard of you're query. For any branch, SIT doesn't publish a specified cutoff. To participate in the counselling, candidates must be physically present. Then, depending on their JEE Mains score, they are called upon. Therefore, it mostly depends on the grades of the kids who are there for counselling.
