Although the 2021 cut-off has not been updated by DGHS till now. The NEET 2021 cutoff grades (or ranks) for government colleges are less than 15%. At the time of counselling and seat assignment, the All India Quota will be accessible.
But in the mean time l can help you with the estimated cut-off so you can get a rough idea about it.
Firstly make sure about the cut-off percentile. The marks has not been mentioned till now.

it is too early to predict marks at this point. But we can analyze from previous year cut off ranks.
these are the ranks cutoff for Government medical college, omandurar, CHENNAI, TAMIL NADU
Note that why the ranks are given, it is because many students get same marks but have different ranks. So more effective way to analyze is through ranks

Yes you will be able to write JEE-Main 2021 if you had passed your class 12th in 2019 or later on because as per the NTA the candidate can appear for JEE-Main for maximum of three years consecutively from the passing year of class 12th, whether you join any engineering college or not, you can appear for JEE-Main until all your attempts get over.
As of now in every year there will be 4 sessions which means that a candidate passing his/her class 12th in 2021 will get 4*3=12 total attempts for JEE-main.
