Usually with CBSE board and other like board, the practical exams for 10th class begins in January first week and ends with the first week of February. However, there is no requirement for external examiners for 10th class so, the schedule of practical depends on your school itself.

No you can't give the exam it will need a bachelor degree to give the same exam . The required education qualification for the TSPSC Group 4 Exam is a bachelor's degree in any field from a recognized university or board.
