With 66.89 percentile, your Category rank would be around 7500+ . With this Category rank it is very Difficult to get any IIITs or NITs as most of the IIITs has cutoff rank of around 3700. I would suggest you to go for GFTIs or Self Financed Institute in

Hello,

No, you cannot provide the migration certificate instead of residence certificate for AP EAPCET document verification. You have to submit the residence certificate issued by competent authority. If you do not have residence certificate you can obtain it by applying for Residence certificate in Mee Seva at the earliest.
