Yes you can get obc certificate if you belong to bc-e in telangana.but in central level you need to check what exact caste in bc-e is yours ,so that you can check if you belong to gen(according to central level/for national level exam) or obc category.because bc -e

OC means Other category or in other words General. There's no quota for OC category. But in case of BC(E) category is of Sheikh(Muslims) comes under OBC category in the state level with 4% reservation and coming to the central list they comes under General category.
