As per the information provided by ICET authority , candidates with backlogs can appear for exms (TSICET or APICET) but to participate in counselling , candidates need to clear their backlogs, means they should have the result in their hands. So as you said that the result has not been declared yet, so you not eligible to participate in counselling.

As per the rules of ICET, candidates with backlogs are eligible to write the exam but to participate in counsleling they must clear their backlogs. this is applicable for both APICET and TSICET . so you cannot participate in counselling until you have result of your previous backlogs.
