If you belongs to reserved category (SC/ST), their are few chance to get admission in lower branches.

You can re apply for Telangana EAMCET Exam many times but once a year. I see the reason why you want to apply is either you disliked the course or made mistake on choosing wrong college. Its never too late. You can still apply for exam and go with the counselling for the coming year.
The college which your opting for should fall in same affiliated category. As Telangana region have two main universities - Osmania University and JNTUH. Maximum Top colleges are affiliated to this universities. Your original certificate will be with the university. so when you are opting for better college it should fall under the same university, So that you no need to put a transfer request after counselling. But now you better make a right decision in choosing course and college and keep in mind that you going to waste one year of your career or studies.
So research more information about the college, course and placements data which you are looking for and prepare well for exam to get a good rank so that you can fall under that particular college and course cut off rank.
