If you have failed in IPE, Then you Are not elgible for counselling until and unless you pass in Intermediate. Because as there is an intake of 25% of IPE in the TS EAMCET rank, then your rank cannot be calculated. So, As you failed your rank

The TNEA counselling,allots seats based on the overall rank only.

The community rank appears to have absolutely no use at all .Although it will be useful for the seat allocation of the reserved classes like SC and ST.

As per the rules free seat will be give to students whose rank is below 10000 if you're from sc and St category then you can fee reimbursement either full or half of the fees.
