Yes you can definitely give mhtcet exam. But chances of getting in good colleges will be less as there will be a reservation for maharastra students. If you defintely need maharastra colleges get high scores. Hope this helps you.

For your rank you will get only ordinary colleges, instead of chosing ECE/CSE/IT, choose Mechanical/civil engineering/EEE/Bio Technology/Chemical engineering/Automobile engineering, then you will get Admission At Top 20 colleges!

If yo chose CSE/ECE/IT , then you will get ordinary college, because these branches are having more demand!

I don't understand your question completely. TNEA ranklist is prepared by normalising the marks in PCM of students. The normalised marks is in 200. It is calculated by (P+C)/4 + M/2. For getting a very good college, like PSG, you'll need a score of around 198/200. This

After reporting in a college in first counselling, you are not allowed in second counselling, but if you just appear without joining in the college, you can attend second counselling
