TNEA admissions are completly based on MPC marks from your 12th Standard and it's doesn't have anything to do with IIT marks.Coming to TNEA admissions the cutoff is caclculated based on the marks obtained in MPC and the breakdown is below.
Mathematics= Marks obtained/2
Physics= Marks obtained/4
Chemistry= Marks

TNEA application forms are available from May 3 to June 2. You can apply under other state quotas. However, before filling the application form, make sure you check and meet the eligibility criteria prescribed by the authorities.
