Candidates who have qualified GATE in 2018, 2019 and 2020 will also be eligible for the counselling process of tspgcet 2020. Allotment of the candidates into the participating institutes will be done through the counselling process. Separate counselling will be held for GATE and TS PGECET qualified candidates. however you did not mention of your stream in which you have applied for tspgcet counselling. do mention the details in comment section, then we may help you with necessary Information.

If at the time of counselling they have mentioned the residence certificate as a necessary document then you will be asked to show your residential proof there. It may be because of domicile related reservations. For this you can either show your domicile certificate or your residential proof. If the document is not necessary then even the aadhar card can be used to provuide address or residence. You haven't mentioned which state PGECET your query is about. Considering the information available in your profile we assume that your query is about TS PGECET counselling. If you have backlog in the current academic year which is 2019-20 then the supplementary exam will be conducted after few months along with next batch 4-2 regular exams and you will obtain your results after passing in the supplementary exam in this case you will not be eligible to apply for the counseling be it first phase or second phase and get seat because you have to pass in the qualifying exam on or before the last date of submitting document for verification. So you even if you apply for first phase counselling you will not be eligible to get seat. Candidates who haven't applied for first phase can apply for final phase counselling but you are not eligible since you haven't passed in the qualifying exam.

Considering the previous year cut off you have chances of getting seat in M.Tech Infrastructure Engineering and M.Tech Urban Transportation in JNTU, Hyderabad. The cut off for BC-D category was 386 and 604 respectively. The cut off is subjected to change, it may increase or decrease slightly depending on number of candidates qualified, difficulty of exam and number of seats available etc.
It is very essential to provide PC and TC to your post graduation college, kindly write a letter to the principal of your undergrad college stating that you are in need of PC and TC as you need to submit them to your PG college. Your college will provide you with tc and pc as soon as possible. However for TC you can easily get in your college by writing a request letter to your college Principal.
Since you belong to Andhra Pradesh and your father has been working in Kendriya vidyalaya from past 8 years in Andhra Pradesh, you will be considered as local candidate in AP PGECET.
85% seats are reserved for local candidates and remaining 15% seats are for non local candidates in AP PGECET.

You cannot submit PC, CMM and college TC later you have to submit it during the registration process. So unless you have those you won't be eligible to apply for TS PGECET counselling. I suggest you to go to your college and request them to give the required documents as quickly as possible. The registration process has already began. The commencement of registrations for TS PGECET counselling, online payment, uploading certificates for verification is between November 11 to 25, 2020. Last day is 25th for registration if you can some how get the documents only then you can register for the first phase. But they did not release the second phase counselling schedule so there might be a chance that you can register in the second phase. So i would suggest you to try to get the documents as quickly as possible.
