Yes  , you are right . The first round of counselling for TS PGECET has not started yet. However the results for TS PGECET are out. According to the tentativecdates of TS PGECET counselling , it should have started it by now. But it has not started yet

Yes trascript provisional certificate is alllowed for pgcet counselling,but it is only one of the certificate among the remaining.You also need to provide other certificates that are essential too.
