IGNOU is a recognized university, and BEd program which it offers is valid hence it's applicable for government jobs as well, but you cannot apply in IGNOU based only on eligibility of graduation, there are also requirement of work experiences as well, so if you fulfill that then you need to appear for BEd Entrance Exam which is conducted by NTA, for more details regarding this, visit the official website at ignou.ac.in

To become teacher in UP state you have to clear UPTET(Uttar Pradesh Teacher Eligibility Test),exam which is conducted by Uttar Pradesh Basic Education Board.
•UPTET Eligibility Criteria - Class I to V (Paper - I): Bachelor's degree passed from any recognized university and must have done 2 years of DElEd(B.T.C) from NCTE recognized institution.
-Total number of questions:150 (MCQs) questions
•UPTET Paper 2 Eligibility Criteria-Class VI to VIII (Paper - II): 50% marks in graduation and should be appearing or have passed B.Ed/B.Ed special education from Rehabilitation Council of India(RCI).

To appear in the CTET,you must have a degree in B.Ed or the 4 year integrated course from the RIEs i.e Regional institute of education.
or you should have degree in B.El.Ed or the D.El.Ed with the undergraduate degree.
