The UGC (4th Amendment), Regulations, 2016 prescribe 5% relaxation in minimum eligibility marks of 55% marks for candidates belonging to SC, ST and OBC categories for direct recruitment to teaching positions. The regulations are available at http://egazette.nic.in/WriteReadData/2016/170658.pdf

IITs will get you a brand name for your entire life. There are companies like Oracle which are open for all the branches. In IITs, you will have much much higher opportunities as compared to IITs.

However, I have seen people getting a good placement from Thapar in CS.

You have less chances through Josaa counselling and JAC Counselling. You have chances to get good colleges under IPUCET. You should go for it.
