In engineering fields the PCM marks of boards is not a big deal. Minimum of 75% board marks  is required in maximum state college and some colleges also prefer less than 75% i.e 40% to 50%. So this is not the main point.

As per the previous years cut off for the CS and ECE the required cut off of KCET for NIE is in between 3k to 4k and 6k to 7k respectively.  Though the cut offs are changed in every year jus because of students competition level,  seats availability, question level etc.

For JC college mysore you need to rank in between 9k to 10k for getting CS. For sc, st and obc it is under 18k.

Below is the information for the costing of national institue of engineering Mysore through Comedk:-

COMEDK quota seats: Rs 55,000/- (to be paid at COMEDK counseling centre) and 1,46,9201- (lncluding tuition fee, & Hostel)

For Non Karnataka student :Rs 1,500/- extra for eligibility fee.

Though COMEDK is an entrance exam for admission to Other State Candidates as well, because the Colleges that you have mentioned are in Karnataka and you are from West Bengal, you might not be eligible for any fee reimbursements. But every college has need based and merit based scholarships that it offers to its students. For that you will have to reach out to the administration of these Colleges once you join the college.

Cutoff for every college which considers kcet exam is announced after the allotments. We can only have mere pridictions based on last year's cutoff.  During 2018 round 1 , cutoff of cse branch in NIE  (general merit ) was 2269, whereas for reservation category it goes up to 22k. So you can obviously take admission.

Congratulations for you rank. According to the previous years cutoff, you have a great chance of getting admission in both the colleges, ie, NIE and SJCE. Cutoffs vary every year due to paper difficulty level, no of students appearing for the exam and counselling and no of seats available in the college for the course. So apply for the counselling.
