In 2019 the cut off for Coimbatore Institute of Engineering and Technology (Autonomous), Narasipuram Post, Coimbatore was 100.5 marks for Mechanical Engineering for SC category. The chances are tough because your cut off marks in PCM is 90 marks. Cut off may changes depending on total number of candidates applied, total number of seats available in Mechanical Engineering in CIT etc.
In 2019 the cut off for GEC, Salem for SC category was 136 marks for Mechanical Engineering. The subjects that are involved to calculate the cut off are Mathematics, Physics and Chemistry and your cut off score is 90 marks, Considering previous year cut off you may not get seat in Government Engineering college, Salem. However, cut off is subjected to change, it may increase or decrease depending on number of candidates applied, number of seats available etc.
In 2018 the cut for SC category to get admission to Mechanical Engineering in Coimbatore Institute of Technology was 94 marks. Your cut off marks taking marks scored in Mathematics, Physics and Chemistry are 90. The cut off marks for Pwd category will be slightly low. So you may have chances of getting seat in this institute but cut off does not remain the same every year. It May increase or decrease based on normalized marks, number of candidates applied and number of seats available.

There are two main criteria to get admission into one of the NITs. One is to satisfy the board criteria and the other is JEE Main percentile/rank.
So, as you said, you have scored 338 then it calculates above 65% (out of 500), so you clearly satisfy the board eligibility criteria.
So, you can apply for JoSAA Counselling, on the basis of your rank and your category, you will get allotted a particular branch in a particular college as per the choices filled by you in the application.

At this percentile, your rank is between 2 lakhs- 3 lakhs. At this rank you can't get NITs, IIITs, GFTIs. your rank is quite high to get NITs, IIITs. No worries, there are some good private colleges that you may get this rank, some colleges are:-

Eligibility criteria for IIFPT:-
so as you mentioned your Board exam score, you have passed 12th which indicated you are eligible for the institute. Now all it depends on your JEE mains rank for selection.
Your percentile is very less but you have reservation category which may push your general rank ahead with a great factor which will be your Category Rank. So, you have chance to get an admission into IIFPT.
you can't opt for top demanded branch like CSE, ECE. You have to choose non-technical and core branch as they will be high cutoff rank range which might get satisfied by your categorical rank.
