See SC caste certificate is not sufficient for admission purpose because validity certificate is also the part of SC reservation certificate and without a validity certificate you cannot get admission. I would recommend you to contact the concerned authorities of NSIT Delhi for the same, if they can provide you some time in which you can get your validity certificate.

You are right the special reservation is given to children of ex service man and not present.
But there are certain other special reservations as well. Please refer the same and find out if you fall in any of the categories.
Following are the categories of reservations, namely:
General
SC/ST/OBC
Person with benchmark disability
Backward class Muslim
Most backward and denotified community

TNEA or Tamil Nadu Engineering Admissions is a counselling process conducted by Anna University each year for admissions into the engineering and related technology courses in the state of Tamil Nadu.
Candidates are eligible to apply for TNEA if they have cleared their HSC (Academic) or its equivalent with a minimum average percentage in Mathematics, Physics and Chemistry.
According to officials it is mentioned that HSC Board or Its equivalent which means that Any recognized board which is equal to HSC Board. so all three boards HSC, CBSE, and ICSE is valid for the counselling process in TNEA.

Yes, you can apply for TNEA 2022 Admission if you have passed 10+2 in the year 2019 provided you must have passed 10+2 with Physics, Chemistry, and Mathematics as mandatory subjects from a recognized board with minimum 45% aggregate marks if you belong to general category, minimum 40% marks if you belong to Backward Classes including Backward Class Muslim/MBC/DNC/SC/SCA/ST category to get admission to B.Tech course. To get admission to Marine Engineering you must have passed 10+2 with Physics, Chemistry, Mathematics and English from a recognized board. Must have scored minimum 60% aggregate marks in PCM subjects and must have scored minimum 50% marks in English either at 10 or 10+2 level. Upper age limit is 25 years. Minimum Height requirement is 157 cm, minimum Weight requirement is 48 kg. Colour vision must be Normal.

However, you must first check with the admission cell at your college/university regarding the procedure of changing streams .
