With only 52 marks in TS PGECET, there is absolutely no chance of getting admission in any good government Institutes of the state for pursuing mtech in civil engineering. These institutions provide admission to those students who have a very good rank or atleast a good quota rank.

You haven't mentioned your category, presuming you as General Category with your given rank it'll be difficult to get top colleges for CSE such as RV College of Engineering, MS Ramaiah Institute of Technology, Bangalore Institute of Technology, Dayananda Sagar Institute of Engineering etc anyway as per previous year
