There's no such university where in you can club in your UPSC preparation with regular studies side by side. It is totally up to you choose whichever university suits your preference and course you want to pursue and then go on to search for a place where in you can get an atmosphere to prepare for UPSC while your regular studies are on.

I think your rank is too even after you belong to the OC Categorie but no need to worry but no need worry at this rank you may get some good and decent college in Hyderabad maybe you apply for Osmania University or college under them that may well option for you and you also seek out for some other Institute best for you.
