Boards percentage doesn't matter in getting admission in Engineering college what will matter is your Jee marks or that particular test marks which you gave to a particular engineering college. It may matter during the placement time when companies come for recruiting students as some have eligibility criteria of 60% and above.

You won't even qualify jee mains and won't get a decent college
But if the examination level is extremely difficult and you score such a mark you would get according to your preference and this has a low probability since last year's cut off was low
You will get the Local Engineering College in your State. You will get any branch you wish for in these colleges. Lot of seats remain empty in these colleges. but keep in mind, Placement is nearly nil in these colleges or you will be offered very low package, less than a clerical job.

I would like to inform you that with 61 marks in JEE MAINS you wont be able to get no government college as they require a high cut off.You have very less chances of getting even a private college with a preferred branch. Also with 80 marks in HPCET you wont be able to get any good college with a preferred branch. So i further suggest you reappear for both the exams next year and score good so as to get a good college.
