For the FEs, the colleges may start anytime from 3rd or 4th week of August every year.

For SE,TE & BE, it might be from 2nd or 3rd week of July.

The state merit is your rank out of all the candidates who appeared in the examination from your state. whereas University merit rank is out of all the candidates who applied for the counselling and are willing to take admission. So taking admission in state your university merit
