As the University do not give transfer certificate it allows for only migration certificate to the non collegiate student. Now the pg University is asking for the same means migration certificate. Then apply for migration certificate to get it from the respective University.

The pass certificate that you receive after passing the 12th class board exam is not the same as other certificates you have mentioned in your question like transfer certificate.
