Yes you can directly participate in the second round even without participating in the first round counseling if you fulfill the eligibility criteria and score the minimum qualifying marks in the exam.If you fulfill the earlier mentioned criteria you can easily participate in the counseling from the second round round directly.So you don't have to worry about that.Others who can participate in the counseling directly are students who appeared the supplementary exams or even students who did not obtain their rank.

If they are asking for qualifying marks i.e., intermediate marks then you should previously provided yhe data by declaration. Since the deadline is over, try to visit your nearest helpline center with all the necessary documents like inter marks memo etc. They might verify and update your data and then they will allot your rank.

I don't know what you actually want to inquire about. You have provided your rank and category in the question. You also haven't mention if your are from the BIPC group so I am assuming you from BTech group by default. I think you want to know the colleges and courses you may get with this rank.
Going by the previous year closing cutoff ranks, it is very difficult for you to get good branches in government colleges. But you have good chances to get B.Tech ECE in Mahatma Gandhi University, Nalgonda . The last year's closing cutoff rank for the branch was 40,580 .
You can get private colleges for other branches though. Here are some of them:-

With the said data and considering fee into list, the following are the list of colleges you can get based on previous year cutoff data.
1. B. Tech in Civil Engineering at JNTUH College of Engineering, Manthani , - the closing cutoff rank in round 2 is 27034, general fees is 53,000. And another course is B.Tech in Mining Engineering - the closing cutoff rank is 29724
2. B. Tech in EEE at University College of Engineering, Kakatiya University, Kothagudem - the closing cutoff rank is 31661, general fees is 40,000. With this rank and caste category you can also get ECE branch and IT but the total fees is 1.40L

According to TS Fee Reimbursement, annual income for BC should not exceed 1L ,since you mentioned income of 1L it shows that it is not exceeded. So you might be eligible for fee reimbursement, and moving to the amount of reimbursement is for the candidates who have exceed 10,000+ rank is Rs. 35000 will be reimbursed for you, rest should be paid by you.
