Under the Indian foreign exchange regulations, Indian students going abroad for studies are treated as NRIs and are eligible for facilities available to NRIs. Aspirants belong to the NRI OCI/PIO, Children of Indian workers in the Gulf countries or Foreign National category, must have passed HSC or its equivalent examination with subjects Physics and Mathematics as compulsory subjects along with one Chemistry or Engineering Drawing or Computer Science or Biology or Technical Vocational Subject with at least 50 % marks in the above subjects. however there is nothing mentioned about candidates who may apply as general even through completed 12th in other country. however you may apply as all INDIA Candidature, The Candidates having Indian Nationality are eligible under this Category.

You will be able to get domicile of Gujarat only if one of parents have domicile of Gujarat . Your parents must be born in Rajasthan but they were not resident of Rajasthan hence they are not eligible for domicile of Rajasthan
A person gets domicile of a state when his/ her parents have been living in that state for more than 10 years. Without domicile you can not participate in Gujarat counselling but you can try for NRI quota

yes you can work in UAE after your masters.
but 1st you have to ensure there is a job vacancy. radiology is not so demanded job there. but there is a necessity though. so check for vacancy and you can get a job even with a recommendation. it is worth a lot. you will earn enough in 10 yrs what you need to live in india for rest of your life with just a small source of income.
in india the salary might be around 50k to 100k. there it might be around 300k to 500k.
so it is worth while trying.

There are several institutes in the UAE offering fashion designing courses. Some of the top institutes offering fashion designing courses are:
ESMOD Dubai and FAD Institute are top international institutes which offer a wide variety of courses in fashion designing, business etc which are short term courses ranging from weeks to six months. I suggest you to undertake these courses which will help your career, but only after obtaining a bachelor's degree in fashion design at Amity or AU Sharjah. These are 4 year UG courses which you can apply starting fall or spring semesters. The criteria for admission will vary at both these colleges, which you can find in their official websites. Few common things like you need a valid Emirates ID, passport etc. There will be screening tests, interviews too. You also must have a good score in English language proficiency test, either IELTS, TOEFL or iBT. If you have studied in the UAE in a foreign curriculum school like CBSE, you need a score of 70% and above in 12th grade.
