After completing 12th board examination for all boards. Its totally depends on the board examination date. After that degree colleges are open for there online or offline application. Some colleges are offered their own entrance examination test. You can give it for admission. So you have to notice those notification for where you admission. You didn't mention any college name, if you mentioned it then giving you all information about this college. Because in India so many colleges are present for this courses.

No, the registration for Delhi University admissions 2021 for under graduate courses is not yet started. It was supposed to start in April 2021 but it is almost the end of April 2021 so the registration might start in the Month of May/June tentatively because several boards have postponed class 12th examinations and they are yet to be re-scheduled again this will lead to delay in the application process for DU UG admissions for the academic year 2021-22.
