Karnataka State Open University (KSOU) is recognised by UGC.Karnataka state open university( KSOU) is not approved by AICTE (All India council of technical education) but Karnataka State Open University is approved by UGC.But KSOU degree is valid as its recognized by UGC.

see currently the students who are in third year or in 4th year of bachelors or has already completed bachelors are eligible to appear in gate exam. however your net score or online masters course does not matter. if you have completed bachelors or currently doing the masters you are also eligible to apply.

If you pursue B.lib. sc in an UGC approved University you are totally applicable for doing masters in abroad for this you have to attempt some tests that check yours English accuracy .The two major tests are TOEFL and GRE .
