As of now there has been no confirmed dates announce on the commencement of education in colleges. There is announcement by UGC that colleges might be open in the August but all that depends upon the condition of coronavirus at that time. The transportation is expected to open but for essential travels and not for any other travels.
Some colleges might start online classes if the corona situation does not come under control.

No, you won't have any problem as long as your EWS certificate is in the correct format and is valid.You don't have to worry about that.Only those candidates who provide the valid documents will be eligible to continue in the further process otherwise the candidature will be cancelled.

Glocal University is a Private Non profit University established by the Uttar Pradesh Private Universities Act, 2011. It is recognised by the University Grant Commission which is UGC. So should you get a chance abroad, subjective to fulfilling other requirements, your educations in Glocal University shall not be a hindrance.

One the main difference between AICTE and UGC is
AICTE deals with technical university(Engineering and medical) while UGC overlooks other university(B.A,BCOM)
Whereas UGC is the apex and approves universities in the country.UGC provides fund for affiliated college and university
Whereas
AICTE is only a statutory body,that deals with planning and development of various technical education within a country.AS know all engineering and medical college are AICTE approved.
AICTE was established in 1945 while UGC was established in 1956
As both of them are looking over education in India it would be quite tough to differentiate which is good and which is not.
