UGC guidelines
The UGC has said that the college's must complete their total admission procedure till 30th October 2020 but looking at the current stage of Maharashtra it seems hard for government to start college in October. November may be but eventhough it starts but there will still a restriction in contaminated zone like Mumbai, Pune and others .

Hey you don't need to worry about this as UGC is the supreme authority and VIT Vellore would definitely have to follow the guidelines.
Just like any other private college VIT Vellore is trying to to turn out maximum money from their students.
They haven't change their refund policy yet but they would soon change it you don't need to worry.
Please be patient.

Coming to your question I would like to say a as per the new guidelines of the UGC in case of a withdrawal of admission the following rule will be applicable for the refund of fee
100% refund fee if the student decides 2 withdraw 15 days or more before the formally notified last date of admission.
90% fee refund if the student decides to withdraw less than 15 days before the notified date of admission
80% fees refund if the student decides to withdraw within 15 days or less after the notified last date of admission %
50% of fees refund in case of a student decides to withdraw between 16 days and 30 days after the notified date of admission.

As per latest University Grants Commission (UGC) issues revised guidelines regarding conduct of terminal semesters/final year examination by the Universities/institutions. Examinations to be completed by end of September 2020 in offline/online/blended (online+offline) mode.
Till now they didn't issues any fixed date for colleges reopeing .

According to UGC guidelines, the colleges are to be opened by August 1; 2020 and for fresh students it's to be done on September 1; 2020. Regarding online classes no particular informations are mentioned there.
Pavan, AP ICET has been scheduled for July 25th and if things go as planned and the exam has been conducted as per schedule, if you meet the eligibility criteria for the exam at the time of giving the exam, you can appear for ICET. Now regarding the exams being conducted in Spetember, all these factors will be taken into consideration and the results and counselling will be decided. For example, lets say you appeared for ICET and you qualified. If the Counselling happens even before September, by the merit of qualifying in ICET and securing a seat in the Counselling, you will be given a provisional admission. This means, you have to get a letter from your HOD or Principal stating that as of that date, you fulfil the eligibility of taking admission for a seat. And when your Exams are conducted in September, should you pass the exam and meet the eligibility criteria like your aggregate, etc, you will retain your seat that you secured in ICET. If that is not the case, you will have to forgo your seat. So in any ways even if ICET is conducted before your Exams, should you fulfil the eligibility criteria, you will get a provisional admission.

UGC guidelines are for those, whose university comes under ugc. So its depend upon university. But more that 95% university are aproved under ugc, so your college ahould be in that. If it comes under it, then your university has to strictly follow it as it is for all universities under it.
