According to the educational eligibility criteria for cms exam notified by upsc in 2019 -
" A candidate who has yet to complete the compulsory rotating internship is educationally eligible for admission to the examination but on selection he/she will be appointed only after he/she has completed the compulsory rotating internship."
So you can appear for cms exam but if you get selected you have to complete the 1 year internship.

PartI is Computer Based Examination – (500 marks) The candidates will take the Computer based examination in two Papers, each carrying a maximum of 250 marks. Each Paper is of two hours.
PartII is Personality Test: (100 Marks): the candidates who qualify on the results of the Computer based examination, Personality test or personal interview test is held of 100 marks.
Computer based exam:
Paper I- Marks: 250 General Medicine and Paediatrics: Total questions in Paper I = 120
Paper II- Marks : 250; Total questions in Paper II = 120

According to the latest updates UPSC CMS 2020 exam is supposed to be held in month of July and till now there is no any official announcement for its postponement.
It depends upon that how long will it take for situations to be normal. If there will be any postponement or rescheduling, you will be notified through official website.

There is nothing such mention in the eligibility criteria for UPSC CMS exam. It is just that you must have completed final year of MBBS. no such information regarding internship is mentioned.

Combined medical services exam is conducted by UPSC every year. It is conducted in two phases which are Online computer-based exam & Personality Test. The application fees is 200 rupee. The application form will be available from April 2020 . The CMS written test will be in July and the personality test will be in October. The final result comes in November. Hope this helps

In personality test you will be assessed based on your honesty, integrity, Understanding, academic performance, social behaviour, general knowledege, Communication skills, grasping power, alertness etc.It does not have any set of standard questions but it may begin with asking you to tell about yourself.And questions will be asked from based on what you have said for example if you have said that your hobby is to read books they may ask you questions on the book which you have recently read, like who is the author, who suggested etc.You just need to be yourself and be able to express yourself.You need to be honest.

Yes, the foreign graduates pursuing MBBS are eligible to appear for the UPSC CMS Exam. The only condition is that they must have a valid MBBS degree. The MBBS degree of the university must be approved by MCI (Medical Council of India ). And this degree is necessary to apply for UPSC CMS.
