From my experience I would like to say that most of ECE graduates opt for coding after completion of graduation.But there are plenty of opportunities out there for both CSE and ECE graduates. You can go for CSE or ECE considering your interest on the respective subjects

Yes, you can apply for JEE Mains 2019 like any other ordinary student who is pursuing 12th Class.
Following are the eligibility criteria of JEE Mains 2019-
Qualifying exam-
Candidates must have passed class XII or qualifying exam in 2017 or 2018.
Candidates appearing in class XII or equivalent
National Testing Agency (NTA) will be conducting the exam NEET Entrance Exam, The exam would be conducted in February and May 2019. The application form is expected to come out from 01.10.2018 to 31.10.2018.

Sorry to say but the marks that you have scored in NEET are not enough for you to get a govt.MBBS college in Karnataka. You can try for private/ deemed unversities, there are chances that you can get a seat there.
