If you did not complete CUET Agriculture registration or counselling in the first round, you cannot directly take part in the next round.
Usually, CUET counselling happens only for those who registered on time. However, you can check if the university opens spot round or fresh registration later. Some universities allow new candidates to apply in the spot round if seats remain vacant.
So, keep checking the official website of the university where you want admission. If they open a spot or fresh counselling round, you can register and participate then.

In India, the registration of paramedics is, in most cases, an exclusive privilege of the State Paramedical Council that issues such registration only for degree or diploma courses recognized by the Council. Considering that your BMLT course is affiliated with MAKAUT and your college is not recognized by the West Bengal Paramedical Council, you may have a hard time getting a state paramedical registration license after your graduation.
Basically, all the state councils stipulate that the institution providing the course must be approved or recognized by the state paramedical council or a central authority (e.g. Ministry of Health or AICTE/UGC). If your college is not recognized, the council may refuse to register you, which in turn means that you will not be allowed to practice as a paramedical professional legally in West Bengal.
