I am pretty sure with a rank of 4059, you will be not be able to get a government college but you can get JSS Noida for CSE or IT very easily. It is the best private engineering college in AKTU.

Yes , you will definitely get a seat in bcom in campus as the last year cutoff for bcom was 152 for Gen category , further it depends on your category .
