Waiting for a good college for admission in DU highly depends upon your marks. 

If you have scored brilliantly and you are getting desired college then there is no point to wait for 2nd or 3rd cutoff.

Yes you are eligible for LLB the criteria for llb is you should have scored more than 45% in 12th standard. And  you have to give CET exam for the respective colleges.
