Firstly I want to tell you that there is no any restriction from the college side if you want to prepare for any competitive exam like Union Public Service Commission or any other exam along with your college studies. You just have to manage both the things wisely.
Now coming to your question that whether you should choose Delhi university or Jawaharlal Nehru University for Bcom Honours and also you want to prepare for UPSC and you are in dilemma that UPSC preparation will be better from JNU or du. So here I want to tell you that both the colleges don't focused on the preparation of competitive exams but yes somehow you will be finding that JNU offers some of the the sections of department for those students who want to prepare for UPSC. But in Delhi University also you will be finding much more crowd who will be preparing for UPSC same as like the crowd of JNU.
So you can choose any of the colleges which you are getting and there are no as such any restrictions you just have to manage both the studies accordingly and according to your priorities.

No, this is not true for now.
Students are required to give NEET in order to take admission in BDS.
There are approx 26, 949 seats for BDS in in India
And there is no reduction in qualifying marks for BDS, criteria is still as follows-
50th percentile-UR category
40th percentile- SC/ST/OBC category

As your continue your studies in Chaudhari Charan Singh University which was formerly known as mirror University was established in the year of 1965 now it has been renamed after the former prime minister Chaudhary Charan Singh. Now in health problem and you have come to Delhi for treatment and want to study in Delhi university in the second year. Study starting from second year in Delhi University is not possible. You have to start from the very fast year of the undergraduate or postgraduate courses from the very beginning but not from the middle of the session in the second year. Maintaining all the formalities you have to take admission in Delhi University or its constituent colleges and start from the first year of UG courses or PG courses according to your interest of subject.

Since you completed your BA from DU hence you can apply for Delhi University itself for MA, as you must be aware of the fact that DU students are eligible for merit basis admission, it's specifically reserved for them, hence you can try for this, other than this you can apply for CUCET which is conducted for the admission of courses into central universities all over India, there are other options of Allahabad University, BHU, JMI, JNU to name a few for which you can follow its respective official website to know more about this year admission schedule.

Yes, if you wish to drop out then you can do so irrespective of the fact how many semesters you have attended or missed. But, you will have to do so by contacting the college and following the procedure to drop out as stipulated by the College or University. You may first contact your teacher in charge( TIC) regarding the same.
