I can't assure you about the DU MAIN university as their cut off threshold is quite high.
But you can try in colleges affiliated to DU.

I'm sorry to say but it's very difficult to get a seat in DU for B.Com Prog or B.Com Hons with 79.50. Since, Delhi University is one the most elite colleges in India, the cut offs they release are generally very high.

Actually, the thing is that with these marks it is impossible to take admission in DU whether you are doing B. SC or B. A. because DUs cut off list always goes in the range of 90s or so, for science side it goes in 85 or 80
No, there will not be any deduction of your marks in the DU admissions. You have passed your 12 boards from CBSE whose marks is directly taken into consideration without any deduction. It is the central board of Education in India and hence no scaling.
If you get selected in first round itself you are provided a time limit of 2-3 days to go and get admission in the college.
So within that time limit you are mandatory to get admitted otherwise you'll loose your seat and will have to appear in another round.
