you are not required to submit your fee for complete one year at the time of admission. But after your admission you need to submit the fee within 3 days. The fee is deposited in online mode. This is the critera for all the colleges of Delhi university.

after your cut off matches the cut off declared by Delhi University you need to go to that particular college for admission. You need to have your original documents and photocopy of 10th and 12th marksheet,Migration certificate, character certificate, passport size photographs etc. You can check the complete list

All the colleges are equivalently good for doing B.Com (hons). As far as they are considered under Delhi University.

But still if you want to know the college in terms of ranking. 

They are-

1) Atma Ram Sanatan Dharma college 

2) Deen Dayal Upadhyay

3) Delhi college of

The fee for ma course is around 15,000 for 1 year. This may slightly change for different colleges. But the change is not much and fee won’t get more than 20,000.  Delhi University is a government university so the fee is quite less.
