2.American University of Sharjah.

3.Murdoch University,Dubai.

I suggest you to check medical college in delhi. I think ipu and delhi university have medical college. So if any college left than check their admission procedure on their website. So I just you to check the delhi medical college.

How can get admitted into b. Tech. In Delhi University?

Delhi university conducts it's ouw entrance exam for admission in B.tech called DUET (Delhi University Entrance Test)

Registration for exam is schedule to begin from Third week of May 2019 till the 1st week of june.

Criteria for admission is : Candidates must have qualified their Class

Yes it can affect in your admission beacuse you only appeared for practicals of your board and not in your theory exam so it may affect your marks.

Hey

No, you cannot take admission in Delhi university after diploma in engineering.

Instead if you wants to study further, you can get admission in Delhi technological university (formerly Delhi college of engineering), or Guru gobind singh indraprastha university by clearing DTU-LEET exam.

You will get admission in second year

Is there any b. Pharmacy college under delhi university

B.pharm is Bachelor of Pharmacy. In short handling with chemicals, drugs, biological aspects, chemical reactions, and of course some interesting subjects. 

Sadly DU doesn't offer this course.

I can't tell you about other state boards. But yes about CBSE, in it there's a provision of Improvement exam for those who have passed in whole but want to improve their marks in one or more papers. And after the exam you will be given a Seperate marksheet
